Whereas, The Legislature finds that the account balances in the joint expenses, fund 0175, fiscal year 1995, organization 2300, activity 104; the joint expenses, fund 0175, fiscal year 1996, organization 2300, activity 104; the joint expenses, fund 0175, fiscal year 1997, organization 2300, activity 104; the joint expenses, fund 0175, fiscal year 1998, organization 2300, activity 104; the joint expenses, fund 0175, fiscal year 1999, organization 2300, activity 104; the joint expenses, fund 0175, fiscal year 2000, organization 2300, activity 104; the joint expenses, fund 0175, fiscal year 1992, organization 2300, activity 106; the joint expenses, fund 0175, fiscal year 1993, organization 2300, activity 106; the joint expenses, fund 0175, fiscal year 1994, organization 2300, activity 106; the joint expenses, fund 0175, fiscal year 1995, organization 2300, activity 106; the joint expenses, fund 0175, fiscal year 1996, organization 2300, activity 106; the joint expenses, fund 0175, fiscal year 1997, organization 2300, activity 106; the joint expenses, fund 0175, fiscal year 1998, organization 2300, activity 106; the joint expenses, fund 0175, fiscal year 1999, organization 2300, activity 106; and the joint expenses, fund 0175, fiscal year 2000, organization 2300, activity 106 exceed that which is necessary for the purposes for which the accounts were established; therefore
Be it enacted by the Legislature of West Virginia:
That the amount of one hundred twenty-four thousand dollars from the joint expenses, fund 0175, fiscal year 1995, organization 2300, activity 104; the amount of seven hundred thirty-one thousand dollars from the joint expenses, fund 0175, fiscal year 1996, organization 2300, activity 104; the amount of four hundred eighty-one thousand dollars from the joint expenses, fund 0175, fiscal year 1997, organization 2300, activity 104; the amount of three hundred eleven thousand dollars from the joint expenses, fund 0175, fiscal year 1998, organization 2300, activity 104; the amount of two hundred forty-four thousand dollars from the joint expenses, fund 0175, fiscal year 1999, organization 2300, activity 104; the amount of five hundred six thousand dollars from the joint expenses, fund 0175, fiscal year 2000, organization 2300, activity 104; the amount of forty-three thousand dollars from the joint expenses, fund 0175, fiscal year 1992, organization 2300, activity 106; the amount of seventy-seven thousand dollars from the joint expenses, fund 0175, fiscal year 1993, organization 2300, activity 106; the amount of one hundred nine thousand dollars from the joint expenses, fund 0175, fiscal year 1994, organization 2300, activity 106; the amount of one hundred twenty-six thousand dollars from the joint expenses, fund 0175, fiscal year 1995, organization 2300, activity 106; the amount of one hundred thirty-one thousand dollars from the joint expenses, fund 0175, fiscal year 1996, organization 2300, activity 106; the amount of one hundred twenty-seven thousand dollars from the joint expenses, fund 0175, fiscal year 1997, organization 2300, activity 106; the amount of one hundred thirty thousand dollars from the joint expenses, fund 0175, fiscal year 1998, organization 2300, activity 106; the amount of eighty-seven thousand dollars from the joint expenses, fund 0175, fiscal year 1999, organization 2300, activity 106; and the amount of eighty-six thousand dollars from the joint expenses, fund 0175, fiscal year 2000, organization 2300, activity 106 be decreased by expiring the above amounts to the unappropriated surplus balance of the state fund, general revenue and that the total appropriation for the fiscal year two thousand three, to fund 0313, fiscal year 2003, organization 0402, be supplemented and amended by increasing the total appropriation as follows:
